Polish Prime Minister Donald Tusk said on November 3 that people carrying flashlights had been seen moving at night near the border with Russia's Kaliningrad region. He said Polish intelligence services had previously warned about possible provocations during the first half of November.
Tusk said additional police, border guards and counterterrorism personnel were sent to the area following the warning. Speaking about a possible incident being prevented, he qualified his own account by saying that this applied if a provocation had in fact been planned. His remarks therefore do not establish that a sabotage operation had been uncovered.
Polish regional media linked the sightings to the Sępopol area and reported that the people observed headed toward Russia.
