Ukraine's Security Service (SBU) said on November 3 that it had identified more than 100 people who took part in clashes in Petropavlivska Borshchahivka, near Kyiv. This was a new investigative step following earlier unrest; the agency did not say that everyone identified had been detained or formally notified of suspicion.
According to the SBU's account, the conflict was connected to events surrounding the release of a serviceman. The agency said it was investigating the circumstances under Articles 114-1, 114-2 and 294 of Ukraine's Criminal Code, which address certain forms of obstructing military activities, disclosing specified information about troop movements and mass disorder.
Ukraine's State Bureau of Investigation is separately examining allegations that military personnel may have exceeded their authority. That line of inquiry is distinct from the SBU's identification of participants. Identifying a person does not by itself prove that they committed a criminal offense.
