The European Commission has prepared a draft roadmap for Ukraine's EU accession talks that envisages provisionally closing seven negotiating chapters in 2027. It contains no specific date for Ukraine to join the European Union.
Under the draft, faster rule-of-law reforms during the first half of 2027 would be a condition for further progress. The chapter on education and culture would be provisionally closed in the first half of the year, followed by six more in the second half: intellectual property, employment and social policy, industry, scientific research, external relations, and foreign and security policy.
The Commission also proposes opening talks on the two remaining thematic clusters by the end of 2026, covering the green agenda and sustainable connectivity, as well as resources, agriculture and cohesion policy. The Commission considers Ukraine to have met the conditions for opening those areas, but the corresponding steps still require agreement among EU member states.
The document envisages the possibility of provisionally closing more than 20 chapters for Moldova, which is undergoing a similar accession process, in 2027. Closing individual chapters would not itself confer membership: the remaining requirements would still have to be met, and an accession treaty would need subsequent approval.
