Ukraine's National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor's Office announced on November 4 that they had completed the pretrial investigation into an alleged corruption scheme in the energy sector, including the state-owned company Energoatom. Investigators allege that the organizers received illicit payments from state-company contractors amounting to 10–15% of contract values.
According to NABU, more than $111 million and €12 million in cash passed through an office used by the alleged organization between 2020 and 2025. Investigators allege attempts were made to launder the money through cryptocurrency, securities and a foreign investment fund. These are investigators’ estimates of cash flows, not a court-established amount of damages.
During the investigation, NABU and prosecutors took steps to freeze assets both in Ukraine and abroad. Some suspected offenses were separated into other proceedings, which remain under investigation. A former deputy prime minister and a former energy minister had previously been named among suspects in related matters.
NABU first announced the alleged organization in November 2025. The pretrial investigation in the main case is now complete, and case materials have been opened to the parties for examination.
