Rosseti Lenenergo has launched a tender to purchase four modular protective shelters, with an initial contract value of approximately 275.3 million rubles. Three are planned for St. Petersburg — on Shosse Revolyutsii, in Pushkin and in Beloostrov — and a fourth in Tikhvin, in the Leningrad region. The details appear in procurement procedure No. 32616544005 and tender materials reviewed by journalists.
The technical specifications call for a shelter with a capacity of 120 people on Shosse Revolyutsii, two accommodating 135 people each in Pushkin and Beloostrov, and one for 90 people in Tikhvin. Each is required to provide 48 hours of autonomous shelter. The requirements include protection from blast waves, radiation and hazardous substances. The shelters are to be assembled from modules without excavation, with generators, airlock entrances and sleeping facilities. These are specifications for the facilities being ordered, not evidence that the shelters have already been installed.
The tender was announced on November 3. Bids will be accepted through November 19, and the procurement process is expected to conclude in December 2026.
