User complaints about Russia’s electronic military summons registry increased on Downdetector and Sboy.rf. The reports concern access to the website and user authentication; they are not official statistics on technical failures of the entire system.
Since October 31, users left 88 comments about problems with the registry on Downdetector, including a peak of 28 on November 1. There were roughly 20 comments on each of the other days reviewed. Reports came from Moscow, St. Petersburg, the Nizhny Novgorod, Omsk and Sverdlovsk regions, and Primorsky Krai, among other locations.
Users said they could not open the registry website, log in using their Gosuslugi state services accounts or download documents. The reports cannot establish what proportion of users were affected or show that the registry stopped operating across Russia.
The increase in complaints coincided with reports of a cyberattack on hosting provider Beget overnight on November 2. The timing alone does not establish that the attack caused the problems reported with the electronic summons registry.
