Electricity restrictions were introduced in Russian-occupied Crimea on November 4. Russia's Energy Ministry later attributed the disruption to Ukrainian strikes on energy infrastructure inside Russia. The ministry did not identify the specific facilities it said had been damaged.
Oleg Kryuchkov, an adviser to the Russian-appointed head of Crimea, initially reported a failure in the power system outside the peninsula and said restoration work had begun. The Energy Ministry also reported outages in Sevastopol and the introduction of schedules for temporary limits on electricity consumption.
According to the Russian ministry, power engineers began repairing damaged infrastructure, while socially important facilities were connected to backup power supplies. Temporary electricity restrictions had been imposed in Crimea for a second consecutive day.
