Agentstvo published an analysis on November 5 of September State Duma elections in 28 single-member constituencies won by candidates who had taken part in Russia’s war against Ukraine. With input from an electoral expert, its journalists identified statistical patterns suggesting possible vote manipulation in 17 constituencies.
The outlet compared results with data from the Vyboroteka election project and the assessment of expert Stanislav Andreichuk. It reported less conclusive warning signs in four more constituencies, no such signs in six, and insufficient data to assess one constituency.
The findings concern a selected group of constituencies, not the entire national election. Statistical anomalies may warrant scrutiny of voting records and procedures but do not, on their own, prove that the result in any particular constituency was falsified.
