The European Commission disbursed €4.36 billion to Ukraine on November 5 under the Ukraine Support Loan programme, which provides for up to €90 billion in lending in 2026–2027. The payment comprises €3.7 billion in macro-financial assistance and a further €658 million for defence procurement.
The macro-financial component is the second of three instalments planned for 2026 under the relevant programme. The Commission said Ukraine had met 12 agreed conditions to receive it, including changes to tax administration, budget planning, customs procedures and external auditing.
The defence component is intended for purchases including drones, missiles, radars, electronic-warfare systems and air-defence ammunition. According to the Commission, most of the relevant equipment is expected to be bought from Ukrainian manufacturers.
According to the Commission, Ukraine could still access €25.2 billion through various EU support instruments before the end of 2026, subject to the conditions attached to those programmes.
