Russian President Vladimir Putin nominated Oleg Logunov, head of the Prosecutor General's Office's personnel directorate, to the Federation Council for appointment as deputy prosecutor general. The Insider found that Logunov is subject to US and British sanctions linked to the case of lawyer Sergei Magnitsky.
The United States included Logunov in its first sanctions list under the Magnitsky Act in April 2013. Britain imposed restrictions in July 2020. In its grounds for the sanctions, the British government linked his work in investigative bodies to the failure to investigate Magnitsky's complaints about his treatment in pretrial detention and the circumstances of his death in November 2009. That is the British government's position, not a criminal conviction of Logunov.
Kommersant, citing sources, suggested that Logunov could oversee prosecutors' offices in the Russian-occupied parts of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions in his new role. The Insider established that he had already attended an event for prosecution staff from those territories in August 2026 and that his directorate is responsible for personnel appointments. An expansion of his responsibilities remains a forecast: his nomination does not mean he has been formally appointed.
