The number of registered unemployed people in September 2026 was higher than in September 2025 in 55 Russian regions and lower in 30, according to an analysis of regional Labor Ministry data published on November 5.
Among the examples cited, the sharpest increase was in the Yamalo-Nenets autonomous region, where the figure rose 54% to 1,100 people. In Mari El it increased 33%, also to 1,100, while Belgorod region recorded a 26% rise to 2,400.
Ivanovo region recorded a 25% increase to 1,400 registered unemployed people, and Crimea a 21% increase to 4,300.
The underlying Labor Ministry materials were discussed at a meeting of Russia's Tripartite Commission on October 30. The figures cover only people formally registered with employment services and are not the same as overall unemployment, which is measured through labor-force surveys. Apart from Crimea, the regional breakdown did not include other Russian-occupied territories of Ukraine that Moscow claims as constituent parts of the Russian Federation.
