Russia's Rostov region is increasing its one-off regional payment for foreign nationals from outside the Commonwealth of Independent States who sign contracts with the Russian Defence Ministry from 1 million to 3 million roubles, effective November 6. The change was made under regional government Resolution No. 895 of November 3, published on November 5 and highlighted by The Insider.
The higher payment applies to contracts signed between November 6 and December 31, 2026. Eligibility requires a contract of at least one year signed in Rostov region and selection through the regional military recruitment centre.
Russian nationals, citizens of CIS countries and stateless people were already eligible for the 3-million-rouble payment. The amendment brings another category of foreigners into line with them and extends the regional scheme through the end of 2026. The money is a one-off payment from the regional budget, not a monthly military salary.
