Under government order No. 3186-r dated November 3, Russia’s Finance Ministry may borrow up to 1 trillion rubles more on the domestic market in 2026 than previously authorized.
Amendments to budget legislation adopted in summer 2026 provided the legal basis. The order increases the borrowing ceiling but does not require the ministry to borrow the full amount or establish that bonds worth 1 trillion rubles have already been issued.
