The relevant State Duma committee recommended rejecting a bill to introduce penalties for dangerous driving, saying the proposal had lost its relevance. The committee's opinion was published in the chamber's database, and consideration in a plenary sitting was scheduled for November 12. For now this is a committee recommendation, not a final decision by the full Duma.
The proposal, introduced by the Liberal Democratic Party of Russia in 2024, provided for a fine of 3,000 to 5,000 roubles for a first offence and disqualification from driving for up to three months for a repeat violation. The Duma passed the bill at first reading in October 2024.
The committee's opinion cited legal uncertainty surrounding the definition of "dangerous driving": the rules do not set out sufficiently clear elements of the offence, complicating enforcement. The term already appears in Russia's traffic regulations, but the Administrative Offences Code has no separate penalty for it. The proposed fines and disqualification measures have not entered into force.
