Russia's Transport Ministry has proposed extending until the end of 2028 special operating arrangements for foreign aircraft that Russian airlines did not return to overseas lessors after 2022.
The special arrangements were introduced after foreign sanctions and the breakdown of leasing relationships in 2022. The new draft concerns the continued operation of the aircraft in Russia. The proposal has not entered into force and would not automatically change the foreign lessors' ownership rights or contractual claims.
