Damage to utility networks in Vladivostok left more than 21,000 people in 98 apartment buildings without heating and hot water and also affected three social-service facilities, according to the Primorye regional prosecutor's office.
The outages affected areas around Partizansky and Okeansky avenues, Ostryakov and Krasnogo Znameni avenues, and Sovetskaya, Aleutskaya and Nerchinskaya streets. Prosecutors opened a review of network maintenance and the time taken to repair the damage.
